OPEN RECORDS SUMMARY :

On 08/22/2022, Knox County Sheriff’s Office Deputy Michael Collins shot and killed 41-year-old Elizabeth Ann Hoskinson-Delano after deputies responded to a reported burglary in progress at 27724 Zuck Road near Howard. The Ohio Bureau of Criminal Investigation was subsequently asked to investigate the fatal police shooting.

The encounter began when authorities received a report that a woman had entered a residence without permission. Hoskinson-Delano was inside the house when deputies arrived. The residence belonged to Derek Delano, and subsequent BCI investigative records identified it as the location of the fatal encounter.

According to the law-enforcement account, Hoskinson-Delano would not leave the residence and was armed with a 20-gauge Stevens Model 320 shotgun. Police alleged that she fired multiple shotgun rounds from inside the house. BCI crime-scene investigators later documented four discharged 20-gauge shotgun shells at the doorway of the master bedroom and reported that Hoskinson-Delano had discharged the shotgun approximately five or six times inside the residence.

Police alleged that Hoskinson-Delano fired toward responding deputies. Deputy Michael Collins then fired his Smith & Wesson M&P15 rifle, striking her. BCI investigators subsequently documented and collected Collins’s rifle as evidence. The rifle contained 28 cartridges when investigators processed it.

Investigators recovered the 20-gauge shotgun outside the residence near the passenger side of a vehicle. BCI also documented a large projectile hole through a window of the house and recovered fired and unfired shotgun shells during execution of a search warrant in the early morning hours of 08/23/2022.

Deputies provided medical aid after the shooting and Hoskinson-Delano was transported to a hospital, where she died from her injuries. The Ohio Bureau of Criminal Investigation Crime Scene Unit and Special Investigations Unit processed the residence, firearms and other physical evidence as part of the independent investigation.
