OPEN RECORDS SUMMARY :
On September 19, 2024, at approximately 5 p.m., officers from the New Haven Police Department’s Violent Crime Task Force, assisted by the Connecticut State Police, located 36-year-old Jebrell Conley at the Splash Car Wash on Boston Post Road in West Haven. Police were attempting to arrest Conley on an outstanding federal warrant for robbery and firearm charges.

When officers approached Conley’s vehicle, he reportedly fired a shot from inside, shattering the driver's side window. A number of officers opened fire, hitting Conley multiple times. He was struck, removed from his vehicle, and transported to Yale New Haven Hospital, where he was pronounced dead.

The Connecticut Office of the Inspector General is investigating the shooting, with assistance from the Connecticut State Police’s Western District Major Crime Squad and the Office of the State’s Attorney for the Judicial District of New Haven. Body camera footage has been released to the public as part of the investigation.
