OPEN RECORDS SUMMARY :

On November 5, 2024, Phoenix police responded to reports of an armed break-in near 15th Avenue and Chipman Road. The caller identified Carlos Fregoso as the individual involved, describing him as armed and attempting to force entry into a residence. Officers located a vehicle matching the description of Fregoso’s truck, and a pursuit ensued. The chase ended at S 15th Avenue and Wier Avenue, where Fregoso crashed into a wall. Upon exiting the vehicle, Fregoso was seen with two firearms and allegedly raised one toward officers while running towards a nearby driveway. In response, police fired 15 rounds, fatally striking Fregoso. Two handguns were found near his body, and a rifle was discovered inside his truck. The incident is under investigation by the Phoenix Police Department and Maricopa County Attorney’s Office.
