OPEN RECORDS SUMMARY :
On 11/26/2024, at approximately 6:07 a.m., Des Moines Police Department officers responded to The Elsie Apartments, a senior housing complex located at 430 Grand Avenue in Des Moines, Iowa, after receiving reports of a man threatening a woman with a gun. Officers observed Charles Leonard, a 70-year-old resident, holding what appeared to be a firearm through a window.

Officers opened fire, striking Leonard. He was pronounced deceased at the housing complex. It was later confirmed that the weapon Leonard possessed was an airsoft pellet gun. He had been unarmed.

The officers involved in the shooting were identified as Senior Police Officers Christian Bishop and Lanny Herzog, both with the department since 2022. They have been placed on paid administrative assignment, per department policy.

The Iowa Division of Criminal Investigation is leading the investigation, with assistance from Des Moines Police detectives and crime scene investigators. The findings will be reviewed by the Polk County Attorney’s Office.
