On December 20, 2024, at approximately 3:00 p.m., deputies from the Charles County Sheriff's Office responded to a 911 call from a man reporting that he had been kidnapped and sexually assaulted at a residence in the 7300 block of Tottenham Drive, White Plains, Maryland. Upon arrival, deputies observed a masked individual inside the home. Despite repeated commands to surrender, the individual exited into an open garage, refused to comply with officers' commands, claimed to be armed, and assumed a shooting stance. In response, three deputies discharged their firearms, striking the individual. Deputies administered medical aid until emergency medical services arrived. The individual was transported to a hospital, where he was pronounced deceased. The decedent was later identified as 30-year-old Jordan Proctor of White Plains, Maryland. The 911 call was traced back to Proctor's cell phone, and no other individuals were found in the residence. The incident was captured on multiple body-worn cameras. The Maryland Office of the Attorney General's Independent Investigations Division is leading the investigation, with the Charles County Sheriff's Office conducting an administrative review.
