OPEN RECORDS SUMMARY :
On September 27, 2021, Auburn Police Department officers responded to a report of a woman being held against her will at the Value Inn on Center Street in Auburn, Maine. Upon arrival, officers forced entry into the motel room, discovering that the occupants had fled through a window. Sgt. Steven Gosselin encountered 36-year-old Joseph Arbour in the parking lot. During the encounter, Arbour allegedly pointed a firearm at Sgt. Gosselin and threatened to harm himself. Despite commands to drop the weapon, Arbour reportedly began moving toward a busy area, leading Sgt. Gosselin to fire three shots, striking Arbour in the back. Arbour was pronounced dead at the scene. The Maine Attorney General's Office investigated the incident and concluded that the use of deadly force was justified.
