OPEN RECORDS SUMMARY :

On July 2, 2021, at approximately 11:40 p.m., Wilkes County Sheriff's Deputies responded to a residence on Traphill Ridge Road to serve a warrant for 37-year-old Thomas Charlie Billings, a suspect in the stabbing death of 31-year-old Tracy Renee Rash earlier that day in Caldwell County. Deputies encountered Billings standing outside the residence armed with a rifle. Despite repeated commands to drop the weapon, Billings refused to comply. Deputies discharged their firearms, fatally striking him.

It was later determined that the rifle Billings was holding was an air rifle. The Wilkes County Sheriff’s Office placed the involved deputies on administrative leave while the incident was reviewed, as is standard protocol.
