OPEN RECORDS SUMMARY :
On June 30, 2021, Tulsa Police officers patrolling near East 31st Street and South Memorial Drive observed three individuals outside a motel. Upon noticing the officers, two of the individuals, including 44-year-old Emmitt R. Weaver, ran away on foot. Officers chased Weaver approximately 400 feet before he stopped, appearing to experience respiratory distress and using an inhaler. Weaver requested medical assistance; officers called for an ambulance. Shortly thereafter, Weaver collapsed. Weaver was transported to a local hospital, where he was pronounced dead.
