On 09/07/2021, an unidentified 31-year-old man from Lower Brule died after collapsing while handcuffed in Sioux Falls Police Department custody in the 1000 block of South Dakota Avenue. Officers and emergency medical personnel attempted resuscitation, and the man was transported to a hospital, where he was pronounced dead.

The incident began at approximately 4 p.m. when police received reports of a gunshot in the area. A woman separately called 911 and reported that a man armed with a handgun was banging on her door and then forced his way into her residence. The woman told police the man was behaving erratically and appeared to be hallucinating.

Police alleged that before officers arrived, the man had been with 28-year-old Dewey Damien Tuttle and that one of the two men fired a handgun. Police subsequently arrested Tuttle for possession of stolen property. Two handguns were recovered during the investigation, one outside in the area and another inside the woman's residence.

According to police, officers encountered the 31-year-old man outside the residence and described him as making unusual or erratic movements. Police said they persuaded him to leave the handgun inside the residence and come outside. Officers then detained and handcuffed him.

The man was alive and ambulatory after being handcuffed. According to the police account, officers were escorting him toward a patrol vehicle when he suddenly collapsed. Officers and responding emergency personnel began medical treatment before transporting him to the hospital, where he died.
