On 07/25/2023, 29-year-old Trea Ellinger died while in the custody of the Baltimore Police Department. According to the Maryland Office of the Attorney General's Independent Investigations Division, officers responded to an encounter involving Ellinger and restrained him after a struggle. During the incident, Ellinger was handcuffed and held in a prone position for a period of time before officers observed that he was in medical distress.
Officers requested emergency medical assistance and attempted lifesaving measures until paramedics arrived. Ellinger was transported to a hospital, where he was pronounced dead. The Independent Investigations Division identified the involved officers as Michelle Price, Daitione Garnett, Perry Talbert, Andre Watson, and Ralph Massimei.
The Independent Investigations Division investigated the death. In July 2024, the Office of the Attorney General concluded that the evidence did not support criminal charges against the officers. The report found that Ellinger died from complications associated with methamphetamine intoxication following a prolonged physical struggle and restraint, while noting that the prone restraint and the overall encounter were examined as part of the investigation.
