On 07/24/2023, members of the Maine State Police Tactical Team went to a wooded area off Hankerson Road in Chelsea to arrest 28-year-old Frank Foss Jr. on warrants related to firearm possession and alleged bail violations stemming from an earlier domestic violence case. Officers searched the area after receiving information that Foss was hiding in the woods.
According to the Maine Attorney General's Office, officers located Foss in the wooded area. Police stated that during the encounter Foss pointed a handgun at Tactical Team member Scott Duff. Duff fired his service weapon, striking Foss. Officers rendered medical aid, but Foss was pronounced dead at the scene.
The Maine Attorney General's Office investigated the shooting. In February 2024, the Attorney General concluded that Sgt. Scott Duff's use of deadly force was legally justified under Maine law and that no criminal charges would be filed.
