OPEN RECORDS SUMMARY :

On March 19, 2025, at approximately 12:18 p.m., Seattle Police Department officers encountered 36-year-old Urban A. Seay inside the secured parking area of the Southwest Precinct, located in the 2300 block of Southwest Webster Street. Seay was armed with a knife and reportedly made suicidal statements. Officers attempted de-escalation tactics, including the use of a less-lethal 40 mm launcher that fires sponge rounds; however, these measures were unsuccessful. Seay continued to advance toward the officers, prompting Officer Kyle Hay, an 11-year veteran of the force, to discharge his firearm, striking Seay. Seay was pronounced dead at the scene. The Seattle Police Department's Force Investigation Team is conducting an investigation into the incident.
