OPEN RECORDS SUMMARY :

On March 24, 2025, at approximately 5:30 p.m., custody deputies at the Northern Branch Jail in Santa Maria discovered 57-year-old inmate Caprice Fowler unresponsive in her four-person cell. Despite life-saving efforts, Fowler was pronounced dead at the scene. An autopsy determined that she died of acute peritonitis due to a ruptured gastric ulcer, and her death was classified as natural causes. Fowler had been in custody since March 19, 2025, following her arrest on a felony no-bail warrant related to firearm and ammunition possession charges, and was subsequently charged with felony animal cruelty on March 21, 2025. The Santa Barbara County Sheriff's Office is conducting an administrative investigation and will provide information to the Santa Barbara County Grand Jury for independent review.
