OPEN RECORDS SUMMARY :

Jessie Joe Raby, 26, was found unresponsive in his cell at the Walton County Jail on May 11, 2025, at approximately 6:00 a.m. He was being held on two counts of second-degree murder for the October 2024 deaths of his mother and brother in Holmes County. Jail staff had observed Raby behaving normally during a routine check at 5:45 a.m. Fifteen minutes later, during breakfast service, he was found lying on his back. A nurse discovered foreign objects obstructing his airway, including a cloth, a sock, and pieces of toilet paper. Despite resuscitation efforts, Raby was pronounced dead at 6:37 a.m. The incident was captured on surveillance video. The District 1 Medical Examiner’s Office is conducting an autopsy, and preliminary findings suggest the death was self-inflicted.
