OPEN RECORDS SUMMARY :
On May 12, 2025, at approximately 2:30 p.m., 29-year-old Carlos Shelley was fatally stabbed during an altercation with another inmate at the DC Central Detention Facility. Despite immediate life-saving efforts by correctional staff and DC Fire and EMS, Shelley was pronounced dead at the scene at 2:54 p.m. At the time of his death, Shelley was awaiting trial on carjacking charges. Metropolitan Police Department's Homicide Branch and the Department of Corrections' Office of Investigative Services are conducting a joint investigation.
