OPEN RECORDS SUMMARY :
On 07/07/2025, Vermont State Police troopers escalated a response at the Putney Landing apartment complex after multiple calls reporting a man exhibiting threatening statements and signs of mental health crisis. Troopers obtained a warrant, entered his apartment, and observed Scott Garvey holding an object they believed was a firearm. Garvey did not respond to commands and raised the object. Trooper Peter Romeo opened fire, striking and killing Garvey at the scene. No firearm was recovered inside the apartment. The Vermont Attorney General’s Office, Windham County State’s Attorney, and State Police Internal Affairs are conducting independent reviews.
