OPEN RECORDS SUMMARY :

On Friday, July 11, 2025, at approximately 6:22 p.m., Haverhill police responded to multiple 911 calls reporting a man behaving erratically near White Street, weaving in and out of traffic. The individual was identified as 43-year-old Francis Gigliotti. Witnesses reported that Gigliotti had fallen and struck his head on a passing vehicle, prompting concerns about his physical and mental state.
Officers made contact with Gigliotti and reportedly called for emergency medical assistance. However, before EMS arrived, Gigliotti fled the area on foot, running toward Bradford Seafood Restaurant & Fish Market at 124 Winter Street. Officers followed and attempted to restrain him outside the business.
A physical struggle ensued during which officers attempted to subdue Gigliotti on the pavement. According to witnesses and video evidence reviewed by local media, officers were seen holding Gigliotti down as he screamed for help, reportedly face down on the ground. During the restraint, Gigliotti became unresponsive.
He was transported to a nearby hospital where he was later pronounced dead. The Massachusetts Office of the Chief Medical Examiner is conducting an autopsy to determine the official cause and manner of death, which remains undisclosed at this time.
The incident is under joint investigation by the Essex County District Attorney’s Office and Haverhill Police Department. Officials have not released the number or identity of the officers involved, whether body camera footage exists, or whether departmental use-of-force policies were followed.
Family members have raised concerns publicly, questioning the level of force used and demanding transparency. Community advocates have also called for an independent review of the case and the release of all available footage and reports.
