On the evening of July 14, 2025, around 8:30 p.m., Toledo Police Department officers responded to reports of a shooting targeting another individual near the intersection of Earl and Forsythe Streets. Upon arrival, officers encountered Terrell Carter Jr., 39, who immediately fled on foot from the scene.
During the foot pursuit, Carter allegedly fired multiple rounds at pursuing officers, discharging a handgun at close range. In response, officers, including Officer Rutherford, returned fire with significant force, discharging approximately 73 rounds collectively. The intense gunfire resulted in Carter sustaining multiple gunshot wounds.
Carter was swiftly transported to a nearby hospital where he was pronounced dead. The circumstances surrounding the pursuit and shooting remain under thorough investigation.
The officers involved in the shooting, including Officer Rutherford, were placed on administrative leave per department policy pending the outcome of the internal and external inquiries.
Eyewitnesses reported hearing numerous gunshots echoing through the neighborhood, causing alarm and prompting a swift police response. The Toledo Police Department has stated that the incident was an active and dangerous confrontation involving an armed man who posed a significant threat to officers and the public.
