OPEN RECORDS SUMMARY :

On 07/29/2025, Hinds County deputies attempted to serve a mental health-related warrant on Richard Barry Lowery. Lowery fled in his vehicle, leading officers on a 10–15 mile chase before he crashed through a gate and forced entry into a residence on Bill Downing Road in Raymond. He barricaded himself inside while armed. The Hinds County Sheriff’s Office SWAT team established a perimeter, deployed armored vehicles, and attempted negotiations by phone and loudspeaker. SWAT introduced chemical agents into the home through windows. After more than six hours with no surrender, officers entered and discovered Lowery dead from a self-inflicted gunshot wound. No body camera footage has been publicly released.
