On 08/20/2023, Memphis Police Department officers responded to an apartment in the 2500 block of Holly Hedge Drive in the Raleigh area of Memphis following a reported domestic incident involving 35-year-old Eugene McNeal.

According to the Tennessee Bureau of Investigation, McNeal came out of the residence armed. Police alleged that he did not comply with officers' commands to put down the gun and surrender. A Memphis police officer then fired at McNeal.

McNeal returned inside the apartment after the officer fired, and police established a barricade operation. The Memphis Police Department SWAT team responded while McNeal remained inside the residence.

The standoff continued until shortly after 11:00 a.m., when the Memphis SWAT team entered the apartment. Officers found McNeal inside suffering from a gunshot wound, and he was pronounced dead at the scene.

Because a Memphis police officer had fired at McNeal immediately before he retreated into the residence and was subsequently found dead from a gunshot wound, the Tennessee Bureau of Investigation opened an independent investigation into the fatal shooting at the request of 30th Judicial District Attorney General Steve Mulroy.
