OPEN RECORDS SUMMARY :
On 08/17/2023, at approximately 11:15 p.m., Anaheim Police Department officers encountered 36-year-old Clinton Agapinan riding a motorcycle near Haster Street and Katella Avenue. Police reported that Agapinan drove away from the officers. Anaheim Police stated that officers did not pursue him but broadcast information about the motorcycle over police radio.

A short time later, officers found Agapinan after he lost control of the motorcycle and crashed near Katella Avenue and Stadium Crossing. Police alleged that he had been traveling at a high rate of speed before the crash.

Officers approached Agapinan while he was lying on the ground and began providing medical aid. During that contact, officers discovered that Agapinan had a firearm and confiscated it.

Police alleged that Agapinan then became combative with officers. Officers handcuffed him while he was injured on the ground following the motorcycle crash.

While handcuffed in police custody, Agapinan developed medical distress. Officers provided additional medical aid before Anaheim Fire & Rescue paramedics transported him to a hospital. Agapinan subsequently died at the hospital. His death was announced on 08/19/2023.

The Orange County District Attorney's Office responded to investigate the in-custody death with assistance from Anaheim Police homicide detectives. Anaheim Police also initiated concurrent Major Incident Review Team and Internal Affairs investigations.
