OPEN RECORDS SUMMARY :

On the morning of July 31, 2025, a city code enforcement officer conducted an inspection near the 600 block of Christy Drive in Muskogee. Clayton Bailey reportedly pointed a rifle at the officer before retreating into his home. The Muskogee Police Department activated its Special Operations Team. When Bailey later exited his residence, he fired multiple rounds at officers, who returned fire and fatally struck him. Two officers involved—Sergeant Bryan Wilkins and Officer Colby Johnson—have been placed on paid administrative leave pending an Internal Affairs investigation. The Internal Affairs Division is reviewing the incident alongside the active use-of-force protocols.
