OPEN RECORDS SUMMARY :
On 08/08/2025, at approximately 12:10 p.m., Norfolk Police responded to a burglary in progress in the 1700 block of Cornell Avenue. Officers pursued 31-year-old Dwayne D. Harris to the intersection of Guam Parkway and Meadowcreek Road. Police stated Harris pointed a weapon at officers, and officers opened fire, killing him. The Virginia State Police Bureau of Criminal Investigation is conducting an investigation. Eyewitnesses challenge the police narrative. Bystander video shows police smashing his car window and shooting him in the vehicle.
