OPEN RECORDS SUMMARY :
On 08/15/2023, at approximately 9:30 p.m., Jeffersonville Police Department officers and medical personnel responded to the Avia North Shore Apartments after a resident requested a welfare check on 65-year-old Richard D. Glass. The caller reported that Glass had made concerning statements about going back to prison. Glass, a military combat veteran, separately called 911 and reported that someone was hacking his cellphone.

Glass told a dispatcher that he had a firearm. When officers arrived at his apartment, Glass would not open the door because he said he did not believe the people outside were actually police. Officers reported hearing a round being chambered and withdrew from the apartment door.

The encounter escalated into a barricade operation involving Jeffersonville SWAT, a quick-response team and crisis negotiators. Police reported that Glass subsequently fired multiple rounds from his apartment, including shots through a window toward officers. Police also reported that rounds struck other apartments.

Lieutenant Shaune T. Davis was positioned as a SWAT precision-rifle operator. According to Jeffersonville police, Davis observed Glass with a scoped rifle and believed Glass was positioning the rifle to fire again. Davis fired a single rifle shot at Glass, killing him.

Indiana State Police conducted the independent criminal investigation. Jeffersonville police also conducted an internal investigation and later released body-camera footage and 911 recordings from the incident. The Indiana State Police investigation was submitted to Clark County Prosecutor Jeremy Mull for review.

Shaune T. Davis was a Jeffersonville Police Department lieutenant, detective and SWAT member assigned to the department's Observation Precision Rifle Team when he killed Glass. Davis was initially placed on administrative leave following the shooting and later moved to limited-duty status.

Davis had a lengthy law-enforcement career before the Glass shooting. Records place him with the Indiana University Police Department by 2008. By 2016, he was working as a Jeffersonville Police Department detective conducting narcotics investigations, and federal court records later identify him as an FBI Task Force Officer participating in drug investigations.

Davis continued advancing within the Jeffersonville Police Department after killing Glass. Public payroll records identify Shaune T. Davis as a police lieutenant before the shooting and as a Jeffersonville Police Department shift commander in 2024 and 2025.
