OPEN RECORDS SUMMARY :
On the evening of August 11, 2025, at approximately 8:48 p.m., Moorhead Police responded to a domestic assault in progress at the 2400 block of 3rd Avenue North. Officers made contact with a victim outside the apartment who reported being assaulted by two known males inside and stated that two children remained in the residence. When officers attempted to make contact at the apartment door, gunfire was discharged from inside toward them. The situation immediately escalated to a multi-agency armed standoff. Surrounding apartments were evacuated as officers, described by residents as “pounding on doors and pointing guns,” cleared the building. Mutual aid was requested, bringing in Fargo Police Department, Clay County Sheriff’s Office, Cass County Sheriff’s Office, and Red River Valley SWAT, along with Dilworth Police, Minnesota State Patrol, and Sanford Ambulance.
The Red River Valley SWAT team, comprised of heavily armed personnel including members from Fargo PD, assumed control of the scene. Their deployment created a militarized environment with tactical gear, long guns, and armored vehicles staged around the complex. SWAT officers established perimeter control, conducted building sweeps, and prepared for armed entry. A sustained armed confrontation ensued inside the apartment, resulting in an exchange of gunfire between SWAT and the two adult male occupants. Three Fargo Police SWAT officers fired their weapons during the incident. SWAT medics and Sanford Ambulance personnel entered under cover to remove the uninjured children and begin on-scene medical treatment for the wounded men.
One man was pronounced dead at the scene, while the second was transported to a local hospital and later died of his injuries. No officers or bystanders were reported injured. The Minnesota Bureau of Criminal Apprehension is leading an independent investigation, collecting body-worn camera footage, processing ballistic evidence, and reviewing the actions of the officers involved. The identities of the deceased have not yet been released, and the three Fargo officers who discharged their weapons have been placed on administrative leave pending investigative findings.
