OPEN RECORDS SUMMARY :
On 08/02/2023, at approximately 12:30 a.m., an Oklahoma City Police Department officer attempted to stop a vehicle being driven aggressively. The driver continued driving away, and officers initiated a pursuit. The pursuing officer terminated the chase after the vehicle reached unsafe speeds but continued in the general direction from a distance. Shortly afterward, the fleeing vehicle struck pedestrian Travis Barber near Southeast 29th Street and South Shields Boulevard. Barber died at the scene, and the driver fled on foot.
The investigation later identified Eugene Phillips as the driver. On January 24, 2024, Oklahoma City police arrested Phillips on complaints of first-degree murder and leaving the scene of a fatality accident in connection with Barber's death.
