OPEN RECORDS SUMMARY :

On 03/16/2021, Los Angeles Police Department officers responded to reports that a man was firing a rifle into the air in the rear yard of a property on West 21st Street in the University Park area of Los Angeles. Jorge Armando Cerda barricaded himself inside a residence on the lot. Officers attempted to communicate with Cerda for hours, including playing recordings of family members urging him to surrender. When negotiations failed, SWAT officers deployed tear gas into the home. Cerda fired at officers from inside the residence, wounding a SWAT officer in the face and chest. After Cerda emerged from the home armed with a shotgun and a handgun, LAPD Officer Steve Hernandez fired multiple rounds, killing Cerda. The Los Angeles County District Attorney’s Justice System Integrity Division reviewed the shooting and concluded the use of deadly force was lawful and justified in defense of officers.
