OPEN RECORDS SUMMARY :
On 05/25/2022, Kennewick Police Department officers responded to the 8600 block of W 1st Ave after reports of a disturbance involving a woman with a firearm. Officers encountered Lounny Boulapha outside a residence and issued commands. Officers opened fire during the encounter and shot her. She was transported to a hospital where she was pronounced dead. The Washington State Office of Independent Investigations assumed control of the independent review.
