NARRATIVE:
On 07/30/2022, 32-year-old Kelvin Hubert of Bellmead was killed when his vehicle crashed at the Moonlight Drive overpass on Interstate 35 in Hewitt while being pursued by McLennan County Sheriff's Deputy James Robison.

The incident began at approximately 10 p.m. after Robison observed Hubert driving the wrong way on South 17th Street in Waco. Robison activated his emergency lights and began pursuing Hubert. Hubert entered Interstate 35, where the pursuit reached speeds exceeding 90 mph.

Robison eventually lost sight of Hubert during the pursuit. At the Moonlight Drive overpass, Hubert attempted to turn left, struck a retaining wall and flipped over the wall. His vehicle fell approximately 20 feet to the pavement below and caught fire.

Robison reached the wreck after the vehicle had already gone over the overpass. He attempted to reach Hubert as flames began engulfing the vehicle but was forced away by the fire. Other sheriff's deputies, Hewitt police, firefighters and Texas Department of Public Safety troopers responded to the crash.

McLennan County Sheriff Parnell McNamara said investigators did not know why Hubert fled and that he was not aware of any outstanding warrants for Hubert. McNamara also said he would not reconsider the department's pursuit policy following the fatal crash, even though the pursuit had begun with a minor traffic violation.

Hubert's mother, Dawn Johnson, later sought the pursuing deputy's dash-camera footage and questioned the circumstances surrounding her son's death. KWTX obtained separate dash-camera footage from a Bruceville-Eddy police vehicle showing an officer arriving after Hubert's overturned vehicle was already burning. KWTX also reviewed Robison's dash-camera footage and reported that it showed Robison losing sight of Hubert before the crash and remaining several hundred yards away when the vehicle caught fire.

OFFICER BACKGROUND:
McLennan County Sheriff's Deputy James Robison was identified as the deputy who initiated and conducted the pursuit. Less than three months earlier, on 05/07/2022, Robison had been involved in another fatal roadway incident when his patrol vehicle struck and killed 24-year-old pedestrian Maddison Lassetter on Interstate 35 while Robison was responding to a call.
