An officer allegedly conducting a routine check on the Kohler Car Wash noticed a vehicle pulling in with a license plate that looked like it had been covered with paint or dirt. When that Osseo officer pulled around to look at the car, the driver of a white pickup backed into an adjacent stall drove away. The officer claims he followed and did not chase and radio’d others. The officer claims he came upon a wreck and the man whom he had been chasing fleeing on foot. The bystander whose vehicle had been hit was killed. Police never explained why this chase was necessary.
