Open records summary :
Thurston County deputies came upon a group of people doing donuts in the street. When police arrived, a car fled and police escalated a high-speed chase. Police “called off the chase” and the fleeing vehicle crashed shortly thereafter, killing the passenger, a man in his 20s who was not publicly identified. Police stressed that at the moment of impact, they were no longer chasing the vehicle, with calling off a chase when a driver is losing control and a major crash is imminent being a common police tactic to evade the responsibility of an “in-custody” death since all events during a chase are legally considered as happening in custody already.
