OPEN RECORDS SUMMARY :
On 04/24/2026, Reserve Deputy Constable Heather Avery of the Jefferson County Constable's Office - Precinct 1 was killed while directing traffic in a highway construction zone on Interstate 10 near mile marker 830 east of State Highway 124 near Winnie. Avery, who was working an off-duty traffic control assignment in a marked Ford Explorer with its emergency lights activated, was struck from behind by an eastbound tractor-trailer. She was pronounced dead at the scene. Avery had served as a reserve deputy constable for four years and also worked as a firearms instructor. A civil lawsuit later alleged the truck driver was inattentive and traveling too fast for the work zone.
