Houston PD Officer Russell Richardson was on his way to work when he was surrounded by the flood waters of hurricane Beryl and called HPD for help but they could not reach him in time in the flood. He drowned in the flood on Houston Avenue and was found in his vehicle submerged under 7-8 feet of water.
