Open Records Summary :
Officers responded to a first call from victim's friends telling them he was in crisis and has "a history of mental illness and was cutting himself". They evaluated him and determined he did not qualify to be committed, so they left. A subsequent call was made and when officers arrived and approached him, he was allegedly holding a knife. Police allege that he moved toward them with a knife. They fired tasers and then shot and killed him.
