Store loss-prevention staff notified the deputy that merchandise had been concealed. As the deputy approached, the 16-year-old boy ran through the store while allegedly holding a handgun. On 02/19/2026 in Toledo, Ohio, Toledo Police responded to a report of a carjacking on Emerald Avenue. Police confirmed that after Moats took the vehicle and dragged Russell, law enforcement was notified. Russell was later found nearly a half mile from the initial location with serious injuries and taken to a hospital in critical condition. Toledo Police reported that Moats continued driving and struck another vehicle on Interstate 75 near the Anthony Wayne Trail.
