OPEN RECORDS SUMMARY :

On 01/22/2026 at approximately 7:15 a.m., a Richmond Police Department detective, identified by the California Department of Justice as Brandon Hodges, encountered a man on westbound Interstate 80 near State Route 4 in the Hercules area of Contra Costa County. The detective was traveling in an unmarked vehicle and activated emergency lights to render aid to a gold Nissan sedan that was stopped in the left lane of the interstate. The man, later identified by the California DOJ as Luis Angel Torres Rivera, was standing near the vehicle while holding a metal object. Authorities had received prior reports that the vehicle had been driven recklessly and that the man may have been threatening other drivers. An altercation occurred between Torres Rivera and Detective Hodges during the encounter. The detective discharged his service weapon and struck Torres Rivera. Paramedics transported Torres Rivera to a hospital, where he was pronounced deceased. The detective sustained minor injuries and received treatment. The California Department of Justice is investigating the shooting under AB 1506 requirements, and the Richmond Police Department’s Office of Professional Accountability and the Community Police Review Commission are also conducting reviews. The Contra Costa County District Attorney’s Office and California Highway Patrol assisted at the scene and in the investigation. The California DOJ identified the detective and the decedent in its public update.
