On 01/22/2026, a plain-clothes Richmond Police Department detective traveling westbound on Interstate 80 near the Highway 4 interchange in Hercules, California, stopped to investigate a gold Nissan sedan that was blocking the far left lane of traffic. The detective approached the driver, identified later by the California Department of Justice as Luis Angel Torres Rivera. During the encounter, an altercation occurred and the detective discharged their service weapon, striking Torres Rivera. He was taken to a local hospital where he later died from his injuries. The California DOJ and local oversight bodies are conducting independent investigations under state law.
