OPEN RECORDS SUMMARY :

On January 22, 2026, Carrollton Police Department officers responded to a call regarding a male identified as 71-year-old William Michael Burns in connection with reports he had taken unsolicited photographs of a woman inside a LA Fitness gym, and the gym staff requested a criminal trespass warning. Officers later went to Burns’ residence to conduct a follow-up investigation. Police announced themselves and knocked, but Burns did not respond. Burns subsequently exited the home armed with a handgun. Officers issued commands for Burns to drop the weapon; according to law enforcement statements, Burns pointed the handgun at officers, leading officers to discharge their weapons and strike him. Officers immediately rendered aid but Burns was pronounced dead at the location by Carrollton Fire Rescue. The Dallas County District Attorney’s Office Public Integrity Unit and Carrollton PD are jointly investigating the fatal shooting, and involved officers have been placed on administrative leave per department policy. Family members have stated that Burns was nearly deaf and may not have heard officers’ commands prior to the shooting.
