OPEN RECORDS SUMMARY :

On January 22, 2026 at approximately 1:30 p.m., Savannah Police Department officers responded to multiple 911 calls reporting an individual armed with a firearm in downtown Savannah near West Congress Street and later Martin Luther King Jr Drive at Bay Street. Officers located the subject later identified as 27-year-old Mark Dennis Whibbey Jr of Seabrook, South Carolina, and issued repeated verbal commands to drop the firearm. Officers attempted to deploy a Taser, which was ineffective. Whibbey continued to walk with the firearm in his hand toward a populated Riverwalk area and, according to the Georgia Bureau of Investigation, reached behind his back toward an object in his rear waistband. Five Savannah Police Department officers then discharged their weapons, striking Whibbey multiple times. Emergency medical aid was provided, but Whibbey was pronounced dead at the location. The Georgia Bureau of Investigation is conducting the independent inquiry into the use of force, and all involved officers are on administrative leave pending the outcome.
