OPEN RECORDS SUMMARY :

On 02/16/2026 at approximately 3:30 a.m., a Baltimore County police officer responded to reports of a person asleep behind the wheel of a vehicle near Whitehead Court and Security Boulevard in Woodlawn, Maryland. The officer located Samuel Brown, 56, asleep in the driver’s seat of a black Infiniti SUV and woke him. According to the police incident report, Brown exited the vehicle and struck the officer’s arm with a closed fist. The officer responded by punching Brown in the face twice. Brown fell backward and struck his head on the asphalt. He was transported to a hospital in critical condition with severe injuries including a broken jaw, a broken nose, and brain damage. Brown remained hospitalized and in a coma for days before he died on 02/27/2026. The Maryland Attorney General’s Independent Investigations Division opened an investigation into the use-of-force incident and the officer involved has been placed on administrative leave pending the outcome of that investigation.
