OPEN RECORDS SUMMARY : On 03/02/2026, Daphy Michel, a 31-year-old Haitian asylum seeker living in Washington County, Pennsylvania, was found unresponsive at a bus shelter near the Monongahela Incline on East Carson Street in Pittsburgh’s South Side by maintenance workers. Pittsburgh Regional Transit police attempted CPR, used a defibrillator and Narcan, and transported her to UPMC Presbyterian Hospital, where she was later pronounced dead. Doctors initially told her family cardiac arrest, though the Allegheny County Medical Examiner had not yet issued an official cause or manner of death. Michel had entered the United States in December 2022 and had pending immigration proceedings at the time of her death. In September 2025 she was arrested during a mental health episode on misdemeanor harassment and threat-related charges and remained in Washington County Jail for nearly six months awaiting evaluation. On 02/26/2026, a judge dismissed the charges. ICE used a detainer to take custody upon her release and transferred her to federal custody. On 02/27/2026, ICE enrolled her in its Alternatives to Detention program with an ankle monitor and released her in Pittsburgh about an hour from her home without notifying her family or attorneys. ICE later confirmed it did not receive a tamper alert from the ankle monitor until 03/03/2026, after the medical examiner removed it, by which time she had been dead roughly a day. Where she stayed and what occurred in the five days after her release remain publicly unclear.
