On 04/07/2026, officers with the Superior Police Department responded to the Northernaire Apartments on Oakes Avenue while attempting to locate another person connected to an arrest warrant. Police said David Donald Ducado Menton Jr. ran from an officer as the officer approached his vehicle. Officer Ibrahim Carson chased Menton and the two became involved in a physical struggle on the ground. During the altercation, Carson shot Menton, killing him.

Police later claimed Menton was armed and said a handgun was allegedly recovered underneath him after the shooting. Superior Police Chief Paul Winterscheidt publicly defended the shooting and stated the officer believed his life was in danger. However, the release of body camera footage triggered significant public controversy and protests from Menton’s family and community members. The video is dark and much of the struggle is obscured from view. During the encounter, Carson can be heard repeatedly yelling “stop resisting,” while Menton can be heard responding, “I’m not resisting,” and telling the officer to get off him. Family members and witnesses disputed the official account and questioned why Carson pursued Menton alone instead of waiting for backup or using less lethal force options.

Menton’s mother, Vicky Menton, publicly stated that her son was shot in the back of the head while pinned face down on the ground with Officer Carson on top of him and demanded criminal charges and accountability. During a May 2026 press conference following another Superior police shooting, she interrupted officials and said, “He was down on the ground,” and “He doesn’t deserve to die that way.” Community members raised broader concerns about use of force practices within the department after multiple officer involved shootings occurred in Superior within a short period. The updated reporting fills in a lot more detail, and honestly it raises more questions than it answers.

Police were apparently not trying to arrest David Menton himself initially. According to the Wisconsin DOJ, Officer Ibrahim Carson said he was looking for another person who had a warrant. Carson encountered that wanted person with Menton and another individual outside the apartment complex.

When Carson approached, Menton walked away and then ran into the apartment building. Carson chased him alone into the building and tackled him. The struggle and shooting happened there. Police later said a handgun was recovered at the location.

One important new detail is that the warrant connected to the encounter reportedly was only for a missed court appearance for another person and Menton was not the target of any police investigation, according to the later Star Tribune reporting after bodycam release.

The controversy is coming from several overlapping issues:

Witnesses say Menton was already pinned on the ground when shot.
The bodycam does capture Menton repeatedly saying “I’m not resisting.”
Family and witnesses confirm he was shot in the back of the head while prone.
Critics are questioning why Carson physically engaged him alone rather than waiting for backup.
The shooting happened during what appears to have started as a relatively low level warrant encounter, not an active violent crime in progress.

Officer Ibrahim Carson had only about 1 year and 11 months of law enforcement experience at the time of the shooting, which suggests he was a relatively new officer.
