On 04/10/2026 at approximately 7:45 p.m., Tucson Police Department officers responded to the area of South Park Avenue and East 36th Street after multiple 911 callers reported that a man armed with a knife was acting erratically, appearing paranoid, and frightening people in the area. Officers located the man, later identified as Luis Francisco Torres, 65, holding a knife.
Officers repeatedly ordered Torres to drop the knife. According to the Pima Regional Critical Incident Team investigation, Torres refused the commands. Officers attempted to resolve the encounter without deadly force by deploying pepper-ball rounds and a Taser, but those efforts were unsuccessful. Torres eventually fell into a seated position against a fence with the knife in his lap.
As officers moved closer to take him into custody, investigators reported that Torres picked the knife back up. Officer Reyna Flores, a four-year veteran of the Tucson Police Department, fired his service weapon, striking Torres. Officers immediately rendered medical aid until Tucson Fire Department personnel arrived. Torres was transported to a hospital, where he died from his injuries.
The Pima Regional Critical Incident Team (PRCIT) was activated to conduct the criminal investigation, with the Oro Valley Police Department serving as the lead investigative agency. Tucson Police conducted a separate internal administrative investigation into whether department policies were followed. Investigators processed the scene, recovered the knife, interviewed witnesses and officers, and reviewed body-worn camera footage and other evidence. Upon completion, the investigative findings were to be forwarded to the Pima County Attorney's Office for review.
On 06/12/2026, PRCIT publicly released body-camera and investigative video documenting the encounter, identified the decedent as Luis Francisco Torres, and identified the involved officer as Officer Reyna Flores
