Police attempted to contact Teddy Kelsey regarding outstanding arrest warrants. During the encounter, he produced a firearm and fired before retreating to a residence on Ballpark Road. Officers and state troopers approached the home, where he again displayed a firearm. Officers opened fire and killed him during the confrontation. The Oklahoma State Bureau of Investigation is conducting the investigation.
