OPEN RECORDS SUMMARY :

On 04/27/2026 at approximately 3:12 p.m., Warrenville Police Department officers attempted to stop a Honda driven by 36-year-old Joseph Moreno after receiving information that he was armed and experiencing a mental health crisis. Moreno continued driving away while officers pursued. Illinois State Police joined the pursuit as it proceeded westbound on Interstate 88 into DeKalb County. Troopers deployed spike strips near Keslinger Road, bringing the vehicle to a stop.
After the vehicle stopped, Moreno exited while armed with a handgun. Illinois State Police reported that Moreno fired at a Warrenville police officer. The officer returned fire, striking Moreno. Officers rendered emergency medical aid until paramedics arrived. Moreno was transported to a hospital, where he was pronounced dead. No law enforcement officers were struck.
The DeKalb County Coroner identified the decedent as Joseph Moreno, 36, of Warrenville. An autopsy determined he died from multiple gunshot wounds.
The Illinois State Police conducted the independent investigation into the shooting. In July 2026, ISP released body-worn camera, squad camera, and dispatch recordings documenting the pursuit and shooting in accordance with the agency's critical incident transparency policy. The released video shows the pursuit, deployment of spike strips, Moreno exiting the vehicle with a handgun, commands issued by officers, the exchange of gunfire, and officers rendering aid afterward.
Additional investigation located no public release identifying the Warrenville officer who fired the fatal shots. Likewise, no prosecutor's charging decision, civil lawsuit, or disciplinary findings had been publicly released as of the latest available reports.
