On 05/02/2026, Woodburn Police Department Officer Jackson Ryan responded around 10:41 p.m. to a 911 call reporting an aggressive man causing a disturbance on Arney Road Northeast near Woodburn. Police contacted Israel Hernandez-Martinez, 37, in the roadway. Police said Hernandez-Martinez was holding multiple tire irons. During a confrontation, Officer Ryan opened fire, striking and killing Hernandez-Martinez. Multiple officers responded after the shooting. Salem Police Department is leading the investigation under Marion County’s deadly force protocol with assistance from the Marion County Sheriff’s Office and Oregon State Police.
