OPEN RECORDS SUMMARY :

Richardson police responded to Good Vibes Bar and Grill around 10 p.m. after receiving reports that a man with a knife was threatening people and saying he intended to kill multiple people. Police said Stephen Kwembe stabbed four people inside the business before officers arrived. Officers encountered Kwembe outside the entrance while he was still holding a knife. Police gave repeated commands for him to drop the knife. Authorities said Kwembe refused commands and moved toward officers. Two officers opened fire and killed him. Four stabbing victims were transported to hospitals with injuries. Police later released audio and video connected to the incident, including calls in which Kwembe allegedly told dispatchers officers would have to kill him. The Texas Rangers are investigating the shooting.
