OPEN RECORDS SUMMARY :

Richmond police responded to the Belt Atlantic Apartments in the 4000 block of Midlothian Turnpike around 6:47 p.m. after reports of a shooting in progress. Officers arrived and heard additional gunshots while people at the apartment complex directed them toward a third floor stairwell. Police said officers encountered Jazmin Wooten-Mitchell holding a handgun and ordered her to drop the weapon. An officer opened fire and killed her. Authorities said no other people were injured. Wooten-Mitchell was identified the next day as a 31 year old mother of two. Richmond police said body camera footage will be released later as the investigation continues. The officer involved was placed on administrative leave.
