On 05/10/2026, Oshkosh Police Department officers responded to Fleet Farm at 177 North Washburn Street after receiving reports that Robert Lapp, 85, was armed with a handgun and making statements indicating he intended to harm himself. Officers attempted to negotiate with Lapp for an extended period. According to investigators, Lapp remained armed and pointed the handgun toward an officer during the encounter. An officer fired, striking Lapp. He was transported to a local hospital, where he was pronounced dead. The Wisconsin Department of Justice Division of Criminal Investigation conducted the investigation. On 07/07/2026, the Winnebago County District Attorney determined that the officer's use of deadly force was legally justified and declined to file criminal charges.
