On 05/18/2026, Galveston police Officer Joshua Nino de Guzman initiated a traffic stop near Avenue O and 55th Street. Police said de Guzman asked Randy Martin, 47, to exit the vehicle and a physical struggle followed. Police later claimed Martin reached for the officer’s firearm, but public reporting reviewed at this time does not confirm that Martin had a weapon, and KGTX reported that police said no weapon was found. Passenger Ashley Parks disputed the police account and said de Guzman shot Martin six times during the struggle. Martin’s mother, Paula Martin, publicly called for truth and transparency and described him as someone who helped with clothing drives, toy drives and community outreach. Chief Doug Balli identified de Guzman as the officer who opened fire and confirmed de Guzman had been involved in two prior police shootings, but the details and names of the people shot in those prior incidents have not been publicly confirmed. The Texas Rangers and Galveston County District Attorney’s Office are investigating.
